History of the Foster Youth Success Initiative (FYSI)

The California Community Colleges Chancellor’s Office (CCCCO) launched the Foster Youth Success Initiative (FYSI) in 2006 to improve access, retention, and academic success for current and former foster youth enrolled in California’s community colleges. Recognizing the significant barriers faced by foster youth in higher education, the CCCCO developed FYSI to increase the number of foster youth who earn a degree, certificate, or successfully transfer to a university.

FYSI is rooted in cross-sector collaboration, bringing together college-based support services and community resources to create a robust network of assistance for students. Key college-focused services supported through FYSI include:

  • Outreach and recruitment

  • Academic and personal counseling

  • Mentorship and coaching

  • Support with college applications and enrollment

  • Financial aid guidance, including access to the Chafee Grant

  • Ongoing case management and referral to basic needs resources

At Fullerton College, the FYSI program was established under the Extended Opportunity Programs and Services (EOPS) umbrella in Fall 2008. The college recognized the unique needs of current and former foster youth, including probation and adopted youth, and responded by designating a dedicated Student Services Specialist/Foster Youth Liaison. This role connects students with on- and off-campus services to support their academic journey, personal development, and basic needs.
